Title: A classification of non-random rational functions
Abstract: I will describe all degree-n rational functions f(X) over a field K of characteristic zero for which the Galois group of the numerator of f(X)-t over K(t) is not A_n or S_n. I will also give several applications of this result to topics including Hilbert's Irreducibility Theorem and variants of Mazur's theorem on rational torsion of elliptic curves.
